The local authorities will rely on the guidance, but the access takers will rely on the access code or the primary legislation. Do you accept that arguments might result if the guidance is not entirely in step with the code?
The Agricultural Industries Confederation’sCode of Practice for the Manufacture of Safe Compound Animal Feedingstuffsis a voluntary code. Hence the relationship between the code and free trade is nota matter for the Scottish Executive.
The Procedures Committee is still fine tuning the details of the procedures for laying the draft code of practice and for reporting breaches of the code, as he reported to us at our last meeting.
