That was the point that I was trying to make. We cannot even follow where the extra money will go. When I mentioned that the exercise was a money-raising exercise for the Environment Agency— The income that is raised would go to Bristol, which is where the headquarters of the Environment Agency are and from where it is administered.

What will happen if they do not go down the route of spending to catch up? How much extra spending would be needed?
