Code of Conduct Item 2 is the review of the code of conduct for MSPs, which will take us a step further than the Scotland Act 1998 (Transitory and Transitional Provisions) (Members' Interests) Order 1999.
A code is not a hard-and-fast law, but any code must be enforceable and fair to all parties, and it is crystal clear that the supermarket code of practice is not working for all parties.
That matter should instead be covered under the revised code of conduct, and I remind members that the code of conduct is just as important as the members' interests order.
Perhaps we should just supply guidance instead of enforcing the application of a voluntary code. As any voluntary code should be consistent with the MSPs' code of conduct, it seems that the committee has jurisdiction and should be entitled to consider the voluntary code before it is issued.
In effect these receipts are nettedagainst Environment and Rural Affairs Department expenditure.the interest is surrendered tothe Scottish Consolidated Fund.
