The advice that I am getting from the clerks—with which I agree—is that if the guidance is adopted by Parliament and annexed to the code of conduct, it becomes part of that code and carries with it the code of conduct's full authority.

I noticed that the provision is in the code of conduct for councillors, so perhaps the solution would be to put it in our code of conduct.

We should include the previous two points and make reference to the provision in the highway code. The response from CACFOA states that it has campaigned previously to have the issue included in the highway code, yet there is a provision in the code.
