Undoubtedly, the current system of motoring taxation, which places a greater penalty on petrol use than on car ownership, has a bigger impact on rural Scotland than on urban Scotland. For rural Scotland, the scheme could be a very good idea, but I want us to think through carefully the impact that it might have on businesses and individuals in urban Scotland and the main networks.
