Some of the challenge relates to the pressures on time, as raised in the SPPA's Committee Effectiveness work, but it would be naïve to imagine that there was not some type of prioritisation that takes place when choosing how to use MSP's limited time.
However, there are more difficult times ahead and, as we say in our final report, from the UK Government’s announcement, we expect further constraints on fiscal policy over the next couple of years.
