Net Revenue Expenditure, which the funding formula is based around, is Gross Revenue Expenditure, less other government grants, customer and client receipts, grants to third parties funded by General Capital Grant, and other grants, reimbursements and contributions.
However, our procedure deliberately prevents cross-party groups from meeting between lodging of the application for approval to set up as a cross-party group and receipt of that approval. That is the weakness.
