I support Mr Torrance’s recommendation, and I add that guidelines to assist local authorities would be of clear benefit, because they presently do not have them.
We learned a little bit about how the group was instigated, about some of the things that are included in the Bute house agreement and the programme for government, and about recent conversations across the sphere in Scotland.

To ask the Scottish Government what information it has on how many employees who have left universities in each of the last three years have signed non-disclosure agreements, and what percentage of all leavers this represents.
The Government has acknowledged the SPAF’s popularity, but it has highlighted drawbacks such as“limited capacity building in SME applicants”.In keeping with the theme of funding programmes, the Government’s response says that the funding support that the proposal assistance for co-ordination of European research—PACER—programme provided is now provided through PEER.
What we need to reinforce at every opportunity are the standards of conduct, behaviour and all the rest of it that are expected to apply in terms of our relationship with the boards and their relationships with their employees. Those are reciprocal things that are about not just what we expect from employees, but what employees can expect of the organisation that employs them.
In a detailed response to this question, Scottish Land and Estates outlined the practical concerns that landowners/land mangers have with the current legal position: “There is no legal obligation for local authorities to assist with the removal of fly-tipped material, and therefore no incentive for them to address the problem.
A brand-new museums capacity and support programme will also launch shortly. It will provide £4 million of Scottish Government funding to support museums across Scotland as they innovate and test new ways of working that will sustain those vital organisations for years to come.
