The Land Reform (Scotland) Act2003, Part 3 provides for a crofting community right to buy eligible croft landat any time, subject only to ministerial approval of an application by a croftingcommunity body to use the right to buy (i.e. on a compulsory basis).
Similarly, paragraph 41 of the version that the committee approved refers to co-operation between Scotland and Ireland, whereas the version that went to the Scottish Executive refers to co-operation between Scotland and the Republic of Ireland.
That is a good way for a First Minister and a Government in Scotland to behave. That is the right way to progress the improvements that are required at Dungavel.

To ask the Scottish Executive what research it has carried out into the ownership history and current tenure of former right-to-buy homes. The Scottish Executive study Evolving the right to buy: evidence for Scotland included a review of existing research on the resale of former right to buy properties.
I agree that it is important that the committee puts some effort into getting the mechanisms for scrutiny right. Clearly, we cannot do all the scrutiny ourselves, but our responsibility is to get the mechanisms right.
In that case, I remind members that we will meet next week on 29 November to complete stage 2 of the Family Law (Scotland) Bill. The deadline for lodging amendments is Friday 25 November at 12 noon.
Most pre-processing of recycled material, such as the baling of papers, takes place in Scotland. Scottish recycled glass, wood and organic waste are generally reprocessed in Scotland, but other materials are usually transported elsewhere at present.
