We should certainly ask the Executive why it has asked for the power and whether it thinks that it would be advisable to include a statutory duty to consult, given that the power is already subject to the affirmative procedure. That would give us an extra assurance that any changes to the definition would have the support of the wider community.

I suspect that there is a multiplicity of approaches in schools across Scotland; we probably need to learn from them and work out how lessons can be applied in various circumstances.On the face of it, the issue might not appear to be high up the priority list in terms of extra support staff, but it causes major concerns to parents, pupils and schools.
