In evidence, the Minister committed to provide the Committee with follow-up on a number of areas, including—
funding changes in the social security portfolio;
costs associated with the Scottish Prison Service’s public-private partnership;
additional funding allocated to the Scottish Qualifications Authority;
the reprofiling of city deal funding;
funding changes for capital projects including Baird Family Hospital, Parkhead Health and Social Care Centre and the ANCHOR Cancer Centre;
funding reductions for bus services;
timescales for ScotWind funding to be allocated to projects;
costs and savings associated with changes to the Scottish Government’s contingent workforce and senior civil service workforce; and
costs associated with public inquiries.
However, if we can also move forward with grant funding—the Scottish Government’s aim is to be able to give year-to-year funding—we can have that balance and flexibility.
In ensuring that tools are used to their maximum potential, Scottish Ministers may need to direct HIS to develop in areas and for staff outside of those commonly expected.
Last year, Scotland was the first developed nation to pledge finance to address loss and damage, with a commitment at COP26 of £2 million from the climate justice fund.
The extent to which the UK Government will progress the funding commitments made by its predecessor in relation to specific allocations is unclear, for example, under the UK Shared Prosperity Fund (funded to March 2025), three rounds of the Levelling Up Fund, Multiply and City Deals.
Funding for Scotland’s care home sector must acknowledge the requirement for the skills and knowledge of registered nurses employed directly within the sector.
