In other words, authorities should be allowed to treat new expenditure as capital and not revenue and so fund that expenditure through borrowing or capital receipts. When you give evidence here and use language like that, you are being critical of people who are in receipt of that pay increase. However, as you rightly pointed out, the pay increase was freely negotiated and people have every right to expect that it will be paid out.
