In terms of PEF, she said—
I have not used pupil equity funding for anything that should come from the school budget, and my school budget is such that I have been able to do many a thing. PEF has been extra—I make that very clear. [...] Our view is that PEF is to make a difference, and I do not want the two merged.
You are implying that letting people out halfway through their sentence leads to extra costs in one part of the justice system; however, keeping them in longer would lead to extra costs for the Prison Service.
Presumably, someone has to pay the auditors and someone has to pay for the extra services. We see no need to pay extra from the public purse to do something that is already happening.
They will be exempted from the graduate contribution scheme, but will still be entitled to full loan support. That means £2,000 extra cash while they study and not a penny extra in debt when they graduate.
That would reflect the current situation. We are not looking for anything extra; we are simply asking for the situation that currently pertains to be properly reflected in legislation.
