That is unacceptable—which brings me to the spending review.The Executive has just been given an extra £5 billion over three years. It could surely have found a couple of hundred thousand pounds from the spending review to pass to SEPA to cover the cost of the groundwater charge, which does not sound like a lot of money to me.

As Keith Raffan said, we have put in £10 million to establish the Scottish drugs enforcement agency, to try to bring drive and coherence to the way we counter the drugs trade. There is £6 million extra for treatment services over a three-year period.
