The amendments ensure references within the Regulations are up-to-date and that deficiencies arising from the withdrawal of the UK from the EU are addressed.
Length of delay is calculated from the date that the patient was deemed “ready for discharge” until their discharge date or the end of the calendar month for patients still in delay.

AGE OF CRIMINAL RESPONSIBILITY (SCOTLAND) BILL AS AMENDED AT STAGE 2
I am writing in response to your letter dated 26 March 2019 asking for more information regarding the above Bill.
I have written to Mr Scully to demand confirmation and clarity on those plans, but to date I have received no response. It is clear that there is strong support for that funding and those powers staying in Scotland, and I will keep on fighting to achieve that.
He said: “Staff tell me that their PPE is sub-optimal and that they are still being instructed to use PPE that is out of date, including critical equipment such as FFP3 respiratory masks.
Regulation 4(2) of the Scotland Act 2016 (Transitional) Regulations 2017 (SI 2017/444) enables up to four dates to be specified earlier than a default date of 31 March 2020 in respect of when provisions of an act of the Parliament related to certain types of benefit would be commenced.
