I will play devil’s advocate, given the answer that Pauline Gordon has just given us. As an MSP, I have heard on numerous occasions that a good piece of work has been done in commissioning, which has led to procurement, and then the procurement has become process driven.

No one is saying that managing the budget is easy—that is for sure—but on the suggestion that there is no time for innovation, I say that this is absolutely the time for innovation. Since I have been an MSP, we have been talking about how we shift resources from reactive to preventative approaches, and we are starting to see that work happening.

First, I endorse the points that Mark Ruskell made about Creative Stirling, which has also contacted me, as a local MSP. Just before Christmas, I attended an event at which the person who was there from Creative Scotland felt able to launch an attack on the Scottish Government about funding.

On the administration of exemptions, as an Edinburgh MSP, my focus is on people who come to Edinburgh to work in the city, to visit a child who is in the sick kids hospital, to provide care for a family member—we know the difficulties with getting people to provide personal care in Scotland—or to visit a family member in prison.

What it does not say is that, although the statement was made to the Scottish Parliament on 29 June that the proposals would not be going ahead, one of the Green MSPs said shortly afterwards that the Scottish Government was “committed to bringing forward these proposals”, so what was in the statement was immediately contradicted in the press.
