As to my confidence in future Scottish Government involvement, I can only repeat that the Scottish Government remains fully committed to the development of the common frameworks when they are in Scotland’s best interests. However, the UK Internal Market Act 2020 sets up significant barriers to their successful development and implementation.
In respecting the devolution agreement, the Scottish Government is best placed to ensure that replacement funding is allocated to meet the needs of Scotland; ignoring the devolution agreement puts at risk all that we have achieved.
Our national litter strategy, which includes measures on fly-tipping, is coming to the end of its five-year lifespan and we are reviewing how to best take forward policy in this area.
As I am sure the minister will confirm, there are particular dangers of loneliness among people who do not have access to a car and who live in rural areas, where public transport is limited at the best of times and might now be non-existent.
On the provision of safe consumption facilities, I understand the desire of the individual referred to by Neil Findlay and I share that desire to see safe facilities. There is a debate about how we best do that in Scotland. I know that Neil Findlay is aware of that debate.
We are in close discussion with businesses in the sector, including pubs, restaurants and business attractions, on how best to distribute the £60 million funding.
