Scottish Parliamentary Standards (Sexual Harassment and Complaints Process) Bill Financial Memorandum
The Financial Memorandum explains that additional costs attributable to the Bill will result predominantly from any new complaints which are made to the Commissioner alleging sexual harassment by an MSP of a member of their own staff, where the alleged harassment took place prior to a revision of the Code of Conduct for MSPs made on 7 January 2020.

Welfare of Dogs (Scotland) Bill: Stage 1
The Bill proposes to achieve this by:
lowering the threshold number of puppy litters that can be born before a breeder requires a dog breeders’ license from 5 to 3, thereby bringing more breeders within the current dog breeding licensing regime;
establishing a Scotland-wide puppy litter register and requiring anyone who breeds a litter of puppies to register the litter before advertising, selling or giving away any of the puppies; and

Subordinate legislation considered by the Delegated Powers and Law Reform Committee on 26 February 2019 - Equine Animal (Identification) (Scotland) Regulations 2019 (SSI 2019/30) (Rural Economy and Connectivity)
This regulation provides: “For the purposes of Article 19(1), any transponder implanted into an equine animal by a veterinary surgeon must display a code unique to that transponder.” Regulation 17(h) provides that failure to comply with this requirement is a criminal offence.

Insurance products are emerging that may help to mitigate risks on both sides. The Woodland Carbon Code and the Peatland Code, funded by FIRNS, are working with three legal firms to create a standardised buyer/seller contract and look into what is required for liability and insurance. – The two codes have special arrangements to cover unavoidable failure such as may be caused by severe weather or tree disease.
