As part of the More Homes Scotland approach, the Scottish Government plans to spend at least £3bn to deliver at least 50,000 affordable homes, by March 2021. The More Homes budget accounts for the majority (80%) of the housing budget.

On the first question, I agree with the Resolution Foundation that our reforms to the council tax will protect household incomes, make local taxation fairer and ensure that local authorities continue to be properly funded while being more accountable. On the second question, the needs-based formula takes into account population bandings, levels of deprivation, remoteness—including the extra cost of providing services to our island communities—and road links.
