If a decision has been taken to continue to involve children's hearings in permanency planning, the training and support have to be robust.We have debated permanence orders long and hard and our conclusion is that, once a permanence order is in place or is sought, any issues to do with the order or the children should be remitted back to court. Only if extra issues arise to do with the children's hearings system should that system be involved again.
