r=12441&c=2227691The DPLR Committee report raises concerns, similar to those expressed in relation to section 2(1) of the Bill, that the power conferred by section 6 of the Bill is not time limited, despite the Policy Memorandum stating that the Scottish Government's intention is only to exercise these powers until the end of the planned transition period in around 2024. In these circumstances, the DPLR Committee concludes that, as for the power conferred by section 2(1) of the Bill, a sunset clause extending beyond 2024 would give the Scottish Government suitable flexibility while not leaving the power available for an indefinite period.
