Introduction
Instruments considered under the European Union (Withdrawal) Act 2018
At its meeting on 19 November 2019, the Committee considered the following instrument under the protocol agreed between the Scottish Government and the Scottish Parliament in respect of SSIs made using powers under the European Union (Withdrawal) Act 2018:
the draft Environment (EU Exit) (Scotland) (Amendment etc.) (No. 2) Regulations 2019

The Regulations are made section 27(2) of the Tribunals (Scotland) Act 2014. The purpose of the Regulations is to amend the 2014 Act to include a bus lane adjudicator in the list of tribunals whose functions may be transferred to the Scottish Tribunals under that Act.
The Committee wrote to the Scottish Government seeking clarity on its plans to take forward this recommendation and also to Transport Scotland on how it intended to apply good practice to future projects.

The Scottish Parliament's Health and Sport Committee has agreed to run an inquiry into the Future of Primary Care in Scotland, looking at the question:
What does primary care look like for the next generation?
The Scottish Government has categorised the Services of Lawyers and Lawyer’s Practice (EU Exit) (Scotland) (Amendment etc.) Regulations 2019 as medium.
Housing
The Scottish Government funds housing through the 'More Homes Scotland' budget. The majority of this budget (92% in 2019-20) supports the development of affordable housing through the Affordable Housing Supply Programme (AHSP).

Integration of health and social care
Health and social care services in Scotland have been reformed with NHS boards and local authorities required, as a minimum, to combine their budgets for adult social care, adult primary healthcare and aspects of adult secondary healthcare.
Others felt that if authorisation can be deemed once someone is resident in Scotland for more than 12 months, then any awareness raising campaigns need to be run at least once a year and be conducted in numerous language.
The evidence session on 29 November 2017 resulted in the Committee requesting and receiving a full breakdown of planned and ongoing works on both the new Queensferry Crossing and the Forth Road Bridge from Transport Scotland.
