For our part, the Scottish Government provides Scotland-domiciled students and their parents with the continued reassurance of knowing that access to higher education in Scotland is free, and that we will ensure that students who choose to study elsewhere in the UK are not liable to pay fees up front. Loans are available to assist with those fees. More broadly, in the context of the post-16 reform programme, we have already announced our intention to legislate to set achievable but ambitious goals for access to higher education for the poorest students.
