In reviewing the Stage 1 Report in relation to the Code of Ethics, in particular paragraphs 51 and 52, there is confirmation that the proposal of the Bill is to introduce Police Scotland’s existing Code of Ethics into legislation and that this remains the position of the Committee.
The Committee would remind you that it takes compliance with the Code of Conduct by Cross-Party Groups very seriously and would urge you to ensure that there are no further breaches with the code of conduct for the remainder of the session.
For those undertaking the works, there is national Code of Practice for safety at road works, “Safety At Street Works And Road Works; A Code of Practice 2013” which outlines the requirements for these situations.
As a minister who is bound by the code but is not a decision maker in relation to the code, I view adherence to the code as my fundamental duty as a minister.
In considering your complaint, the Committee noted that you had cited provisions of Section 6 of the Code of Conduct for MSPs. The provisions cited do not appear in the Code itself.
