Why the draft instrument is necessary
The SI would revoke the EU regulation and create the necessary powers for the UK Government to issue payments in Scotland for the sole purpose of the HMT Guarantee.
The programme has been focused on those schools in the poorest physical condition, but has also taken account of the distribution of needs throughout Scotland and the plans and priorities of individual authorities and their readiness to proceed.
On 18 April we issued a letter to the Scottish Government covering the following 2016 inquiries:

Social and community care workforce
Recruitment and retention
Primary care in Scotland
Targets and indicators
Obesity
Fertility treatment
A response was received on 3 May.

Overall conclusion
The Committee believes that the High Hedges (Scotland) Act 2013 has been beneficial for some of those affected by high hedges however further work is needed to ensure its effectiveness.
