As the date on which royal assent is given is never certain, it is entirely reasonable that those who need to prepare for the repeal can work to a known date and have due notice of it.
It is important to note that laying instruments in recess does not ordinarily reduce the time that is available for parliamentary scrutiny, because standing orders preserve the amount of scrutiny time by excluding any recess period longer than four days.

Dates such as 6 July, when we recall Piper Alpha, 6 November, the date of the Chinook crash off Sumburgh, and 27 December, the date of the helicopter crash in Morecambe Bay, are all dates when tragedies occurred.
I do not have my own evidence; I am going on a Scottish Government long-term report. What was the date of that report? Unfortunately, that report was not out when we gave evidence in 2013.
