I would describe the income issue by asking how we can put more money in people’s pockets. There may currently be reserved powers that stop us doing that in some areas, but new powers are coming to us.
Section 4(2) provides that the Scottish ministers “may by regulations make further provision about personal outcomes, including provision about ... which outcomes may be personal outcomes ... and the matters to which a relevant authority is to have regard in considering which outcomes may be personal outcomes.”
Paragraph 21(2) makes provision about what the rules may cover in particular. Paragraph 22(b) provides that the rules are to be published in such manner as ministers may determine.
We have weekly meetings with both agencies to share information, and we are watching closely for any increase in tensions in Northern Ireland and how that may manifest itself in Scotland. There is a lot of work going on daily and weekly in that regard.
As Professor Page mentioned, a range of instruments that refer to the EU may need to be changed. We need to find a way in which to ensure their continued validity while not changing their substance.
