I agree that oil and gas companies could do a lot more, even in terms of helping us to decommission and to get the most value from decommissioning. For example, infrared coding of oil and gas platforms to signify what alloys the platforms contain would allow us to decommission those facilities better.

The fact that moneys are being made available for the council tax to be maintained at current levels should be welcomed by all members, especially in the current financial downturn.It must be recognised that local authorities have had on-going problems in levering in capital receipts. The shortfall in capital receipts is a problem for local government, but it is clearly not unusual given the recessionary pressures in the current marketplace.

We cannot condemn Scotland’s farmers to another decade of unfairly low CAP receipts. As I have said many times, Scotland has the fourth-lowest payments per hectare in pillar 1 and the lowest in Europe in pillar 2.
