It is part of the system, and people are referred for a sanction only when they have not fulfilled the obligations that are attached to their receipt of that benefit. You mentioned a concern about a postcode lottery, with sanctions being applied in different ways because of the degree of discretion that is involved in their application.

I readily concede that efficiency is an issue. If somebody is in receipt of council tax benefit and housing benefit, the local authority can have a combined conversation with that individual about their financial affairs.
