Official Report Meeting date: 28 February 2018

Local Government and Communities Committee 28 February 2018

In some ways, decisions are made at a planning level and there is a need to pre-empt the licensing challenges that might come up further down the line.
Official Report Meeting date: 3 March 2016

European and External Relations Committee 03 March 2016

The Commission and the membership are doing what they can to be as open as possible. I do not think that it is wise to pre-empt the outcome because we do not yet have a negotiating text on TTIP.
Official Report Meeting date: 3 November 2015

Delegated Powers and Law Reform Committee 03 November 2015

My feeling is that it would better to pre-empt that by having a bit more flexibility within Disclosure Scotland.
Official Report Meeting date: 3 September 2015

Meeting of the Parliament 03 September 2015

I mention health issues because when the smell and stench get really bad it can exacerbate pre-existing health conditions, so we are looking to address that.

Meeting of the Parliament 23 June 2015

However, amending the Prisoners (Control of Release) (Scotland) Bill to tie its provisions to future legislation—we do not know whether the Criminal Justice (Scotland) Bill will even contain any such provisions, because the Government does not intend to lodge amendments to that bill in this area—would to a large extent pre-empt Parliament’s consideration of...

Meeting of the Parliament 21 May 2015

The speeches have been interesting and informative and I am genuinely sorry that, because of a pre-existing diary commitment, I am unable to attend the co-ordination group’s awareness-raising event this lunch time.
Official Report Meeting date: 19 February 2015

Equal Opportunities Committee 19 February 2015

That is to be negotiated, but we have an opportunity to improve the service—and we should not underestimate the importance of such an opportunity. Cabinet secretary, you have just pre-empted my question about hand-held records.

Public Petitions Committee 11 November 2014

What will the timescale be for the test case? We have been doing some pre-work with a lawyer called Tony Kelly, who was involved in a human rights case about prisoners and slopping out, which went to the European Court of Human Rights.
Official Report Meeting date: 24 June 2014

Welfare Reform Committee 24 June 2014

We are not looking just at the reforms that have been introduced by the present coalition Government in Westminster; some of the things that have been happening to incapacity benefit in the past couple of years were first planned by Labour pre-2010 and have only recently come to fruition.
Official Report Meeting date: 4 June 2014

Meeting of the Parliament 04 June 2014

Motion debated, That the Parliament acknowledges the success of Scottish potatoes at home and abroad, recognising what it understands is their sector value of around £100 million; believes that around 80% of British seed potatoes are grown in Scotland, including in Mid Scotland and Fife, and welcomes that Scotland is classified as a high grade region for seed potato production and that only pre-basic or basic potatoes can be marketed and planted in Scotland; understands that 30% of seed potatoes grown in Scotland are exported to EU and non-EU countries, resulting in Scotland being Europe’s second biggest seed exporter; further understands, however, that the consumption of fresh potatoes in Scotland has declined by 13% since February 2012 compared to a 9% and 10% fall in England and Wales; believes that the work undertaken by organisations such as the Potato Council to develop and promote the potato industry is vital for the sector in Scotland; celebrates the Grow Your Own Potatoes project, which is in its 10th year, noting that nearly 800 schools across Scotland are getting ready to harvest their latest crops; highlights what it sees as the important research being conducted by the council, which currently involves around 30 projects, and considers that potatoes are a sustainable, affordable and healthy product that are part of a balanced diet. 17:02 I am delighted to be holding this debate and I thank members for supporting my motion.
