Witnesses emphasised that many remand prisoners have “chaotic lives” or lifestyles. As Professor Hutton told the Committee—
…many of these offenders are likely to have chaotic lives characterised by some combination of alcohol and drug addictions, homelessness, unemployment and mental health problems.
