Through experience from not too far in the past, I know that there are still delays in obtaining full decisions from the Scottish Legal Aid Board, particularly when the applicant may not qualify for full legal aid and may have a contribution.
Pockets of money come forward for short-term initiatives for a year or two years. They may or may not have value at the time—we can argue about that on another day—but the approach hampers our ability to do longer-term planning, because we are continually just trying to tread water.

Has a whole set of offences been created around asylum seekers and what they may or may not be able to do? I was referring to a young person whose traffickers found him.
The issue was first identified last March, and the cabinet secretary advised the Rural Economy and Connectivity Committee in May that contractors had been “appointed to monitor the issue, identify the exact source of it and look at what mitigation may have to be put in place”.
