One of the strongest and, we thought, compelling arguments that has been made is that, according to the evidence, a disproportionate amount of the new money has gone not to rural areas but to urban areas—moreover, not to poor urban areas but to more prosperous urban areas—precisely because of the formula or the choices that you made about what matters most. If, for example, people living to a very old age is an important factor, the fact is that, proportionally speaking, those who live to such an age live in the better and more prosperous bits of our cities.
