For many disabled people, the accumulation of discrimination through education and so on means that they may need to develop skills. If a person becomes disabled or acquires an impairment while they are in work, the focus may need to be on reskilling or redesigning work.
A new label may be chosen for it but the way in which it works and the principles under which the devolved Governments are involved—which may, possibly, deal with the questions that you are interested in, such as the body’s level of transparency and accountability—will need to work quite differently.
