I also note that it is not particularly well funded. We are working within an envelope of the funding that is available and not the funding that we think is necessary in order to really make it happen.

An ethical commissioning and procurement approach will ensure full engagement with those who access social care support, those who support people to access social care support, families and friends, unpaid carers, the workforce and providers.
Ethical standards will ensure we value and recognise the workforce by developing minimum fair work standards, terms and conditions and will contribute to climate resilience/climate change adaptation in future by taking account of the irreversible impacts of climate change.
As discussed previously, the Scottish Government has published a National Health and Social Care Workforce Plan and is expected to publish an integrated health and social care workforce plan in 2019.

An independent review of all early learning and childcare would assess whether the £1billion of public money being spent on funded childcare is being used in the most effective way.
We will also increase funding for the flexibleworkforcedevelopmentfund, from £10 million to £20 million for the coming academic year, to help apprenticeship levy training employers to upskill and reskill their existing workforce.
