The 2003 act includes a provision for such options to hold sway if there is a right-to-buy issue. From a landowning perspective, is the concern about the potential of a community group getting access to right to buy or is it about a tenant getting access to right to buy?

We would then not need the administration on top that involves trying to get in contact with tenants and trying to get people to participate or contact local authorities.
The other stakeholders aspect of the charter is not always so successful, although there has been measured success in terms of contact with Travelling people. There is a long way to go; in Stirling, it is not so successful from the local point of view.
