To be frank, it is about managing the business properly. That is what we do. To date, we have not cut back on anything, and as we look forward to next year we do not see a need to do so.
Just yesterday, I wrote to the UK Government to ask it to decarbonise its estates and operations in Scotland in time to allow our net zero date of 2045 to be met, rather than its target date of 2050.
That would happen only if it were not possible for the whole Parliament to debate the proposal—for example, during recess or if there was simply no time to secure a parliamentary debate.
I suppose that the only thing to say is that, if recess periods are included in that, we could lose quite a lot of time and momentum in the scrutiny process.
However, I will deliberate on them and I will come back to members at a later date, either in writing or in the chamber.I take this opportunity to wish everybody a very happy recess.
As I have said, there is the potential for arrears to build up, so has the Government considered amending the process to ensure that the date from which the rent increase would apply would be the date of the tribunal’s decision?
