Although I entirely accept that, I do not understand why, although you say in paragraph 81 that health boards will receive extra cash, you are unable to state what extra cash they will receive.
It would not be reasonable to expect a Government to start underwriting an extra premium for a particular condition, because extra premiums could apply in many different circumstances.
We do not advocate increasing problems at bottlenecks by running extra trains at peak hours, but we could operate extra trains off peak without adversely affecting the reliability of services or having to spend money on the track.
Obviously over the next few years, it is likely—given the extra investment that there will be in local government—that local government will increase its expenditure on many services.
