As only 20 per cent of council revenue comes from council tax, any small miscalculation in the rate of inflation or mismatch in revenue funding causes a fivefold increase in the rate of council tax.In response to Sylvia Jackson, I point out that the benefit of an income-tax-based solution is that its revenue is automatically linked to rising incomes, so its rate hardly every needs to be adjusted as the economy moves along.Mr Arbuckle said that the settlement was "challenging".
