Members of the Scottish Parliament have a code of conduct, but when we set up the independent Scottish parliamentary standards commissioner we did not separate conduct and service matters; instead, we told people that complaints should be made to the independent commissioner and the matter would be taken from there.

They get mandatory continuing professional development—CPD—and they are getting more in the way of public protection. They have had a code of conduct and a lay observer, and they now have an ombudsman.

As only 20 per cent of council revenue comes from council tax, any small miscalculation in the rate of inflation or mismatch in revenue funding causes a fivefold increase in the rate of council tax.In response to Sylvia Jackson, I point out that the benefit of an income-tax-based solution is that its revenue is automatically linked to rising incomes, so its rate hardly every needs to be adjusted as the economy moves along.Mr Arbuckle said that the settlement was "challenging". That is not a very helpful code...

That information could be disseminated and we could produce for elected members guidance or amendments to codes of conduct in order to ensure that things are done in a way that avoids members getting themselves into such situations.
