The 2022 independent review on the role of incineration in Scotland’s waste hierarchy states that in the short-term, incineration will have a role to play in managing our waste as we transition to a circular economy.As we continue to increase our reuse and recycling rates, we will produce even less waste, however we will still need an appropriate way to manage our unavoidable and unrecyclable waste.That’s why the Scottish Government’s Fourth National Planning Framework (NPF4) makes clear that development proposals for energy-from-waste facilities will not be supported, except under limited circumstances.We have also been working with local authorities, through Zero Waste Scotland, to reduce the length of energy from waste contracts, and remove the requirement for guaranteed tonnages – giving local authorities the flexibility to respond to changes that will support Scotland’s move to a circular economy.

We have undertaken a full policy development process in order to reach a finalised position on onshore conventional oil and gas in Scotland, in line with statutory requirements.Having considered stakeholders’ views and the evidence received alongside wider Scottish Government energy and climate change policies, our preferred policy position of no support for onshore conventional oil and gas development in Scotland was confirmed in January 2023.The preferred policy position was subject to statutory and other assessments before the policy-making process was completed, including in our draft Energy Strategy and Just Transition Plan, and our National Planning Framework 4 (NPF4).Following this comprehensive policymaking process, the Scottish Government’s finalised policy position is of no support for onshore conventional oil and gas in Scotland.

To ask the Scottish Government when it last discussed the supply chain development statements required under the ScotWind process with trade unions representing offshore energy workers in Scotland. The supply chain development statement process has been carefully designed and is managed by Crown Estate Scotland to ensure focus is maintained on supply chain capacity and capability to develop and deliver offshore wind projects in Scotland.Since the ScotWind announcements, Crown Estate Scotland have conducted webinars and engagement with a wide range of stakeholders, including trade unions, to provide information and updates on the supply chain development statement SCDS process.The Scottish Government also continues to actively engage with the Just Transition Partnership, and individual trade unions, on a range of issues, including in relation to support for the Scottish supply chain and securing a Just Transition for our offshore energy workers.The Scottish Government is committed to maximising the economic opportunity for the Scottish supply chain from our offshore wind potential, and ensuring a just transition that takes our existing skilled workforce with us.
