In February, you spoke about how you were keen to remain aligned with EU law where such an alignment was appropriate and in Scotland’s best interests. Will you give any examples of where the Government might choose to diverge from EU law?
We already have that in place to an extent—it is called best value. We simply need to have best value recognised and enshrined in statute as something to which everybody must pay equal attention.

The Committee took evidence from:
Stephen Boyle, the Auditor General for Scotland; Antony Clark, Interim Director of Performance Audit and Best Value, Shelagh Stewart, Audit Manager, Performance Audit and Best Value, Audit Scotland.
The OBR told the Committee that “the best way to adjust the cost of provision of such services for inflation [for public spending]—probably lies somewhere between the lower number of the GDP deflator and the higher number of CPI inflation”.
A shared ambition for swift progress and best endeavors to meet the timeframes set out in the Fiscal Framework, such that the independent report can be presented to both governments by the end of 2021 (or as soon as possible thereafter).
