The Committee took evidence from:
Stephen Boyle, the Auditor General for Scotland; Antony Clark, Interim Director of Performance Audit and Best Value, Shelagh Stewart, Audit Manager, Performance Audit and Best Value, Audit Scotland.
The OBR told the Committee that “the best way to adjust the cost of provision of such services for inflation [for public spending]—probably lies somewhere between the lower number of the GDP deflator and the higher number of CPI inflation”.
A shared ambition for swift progress and best endeavors to meet the timeframes set out in the Fiscal Framework, such that the independent report can be presented to both governments by the end of 2021 (or as soon as possible thereafter).
Regulations have already been laid to increase the payment amount.2The Welfare Foods (Best Start Foods) (Scotland) Amendment Regulations SSI 2021/221. (2021).
