Those people would probably be better going to their local citizens advice bureau or council, because there are probably other types of assistance available to them, such as the Scottish welfare fund, or debt solutions, such as the debt arrangement scheme and bankruptcy.

To ask the Scottish Executive how many households have been lifted out of fuel poverty by (a) stage 1 of the Energy Assistance Package, (b) stage 2 of the Energy Assistance Package, (c) stage 3 of the Energy Assistance Package, (d) stage 4 of the Energy Assistance Package, (e) the Carbon Emissions Reduction Target and previous supplier obligations, (f) the Home Insulation Scheme, (g) the Universal Home Insulation Scheme, (h) the Community Energy Saving Programme, (i) other energy efficiency measures, (j) falling fuel prices and (k) rising incomes, in each year since 2006, also expressed as a percentage of households.

Views sought on proposed changes to the Scottish Governments social security powers
The new Bill proposes a range of changes, including creating a framework to introduce new social security benefits for children and care experienced people, changing rules about how people can challenge decisions made about social security assistance and repealing COVID measures that allowed people to make late applications.

There is certainly a place for Scotland-wide programmes, but I have to say that our experience over 30 years is probably that the most effective programmes have been delivered either regionally or locally.
