That guidance includes the accounting standards that are set by the Accounting Standards Board and, in particular, the code of practice on local authority accounting.
That procedure is recognised in the draft code of practice on ministerial appointments to public bodies in Scotland, which is due to come into force in April.The draft code also proposes that the existing 10-year limit on the tenure of appointments should be removed.
I suggest, therefore, that it might be possible to refer the petition to the Enterprise and whatever committee—what is the code for jobs? Is it Enterprise? Seemingly, these days.
If at all possible, Parliament should consider that area when draft orders or statutory instruments are introduced on the codes of practice. However, I welcome the bill.
I think that that illustrates how important it is for the UK Government's code of practice to ensure that we do not recruit specialists from sub-Saharan Africa.
I appeal to the Presiding Officer to ensure that the statutory instrument that will introduce the code of practice is given the time and attention in Parliament that it needs.
