It is considered that the reinstatement quality plan code can be distinguished from the safety code, where failure to comply with the code is taken to amount to a failure to discharge the underlying duties.
The first recommendation in this report relates to a code of ethics. It was pointed out that Police Scotland’s code of ethics does not have any statutory basis.
Specifically on whether you can amend and add to the code, section 7(4) of the bill, which is on the effect of the code, allows for the Scottish ministers “to add a person or description of person” to the persons that the code has an effect upon.
