I hope that the Minister for Justice read the letter from Douglas Keil, general secretary of the Scottish Police Federation, that was printed in the most recent edition of Holyrood Magazine. He put the situation succinctly when he said:"If any particular duty requires police powers then we should all accept that a police officer is required to do it.

There are plans to construct light rail schemes in Leeds, Nottingham, Bristol, Hampshire, Medway, Bath and Cardiff.
