In March 2008, we issued Chief Executive Letter (CEL) 11 (2008) to NHS Scotland. This provided a revised code of practice for Part 5 of the Adults with Incapacity (Scotland) Act 2000.
Estimates for 1997-2002 are based on the Standard Industrial Classification (SIC) 1992 codes whereas estimates for 2003 onwards are based on 2003 SIC codes.

For example, some schemes run on behalf of the Scottish Government have a proxy qualification in relation to pension credit, and one of the qualifying criteria for certain types of energy assistance in Scotland is that a person must be in receipt of a pension credit or similar benefit.
I look forward to scrutinising the Scottish Government’s approach and to our further discussions on how we will protect devolved benefits, particularly those for which receipt of a UK benefit might act as a passport.
