Is it reasonable for people who work in a Tesco Metro to have to work while people who work in a Tesco Extra do not? I cannot comment on what Tesco Metros or Tesco Extras might do.
Because there are around 16 different schemes, the issue is a minefield, but under the scheme in Ayrshire, if we ran extra buses, we could claim extra costs.
It would be useful if we could marry the extra money that is given to the registered social landlords with the extra income that Scottish Water will receive as a result of charging for second homes.
That is similar to Arbuthnott in that it factors in remote and rural needs and extra costs highly. More money is distributed to rural and remote boards in recognition of their extra costs.
