As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged.
With regard to individuals, they have to have that discussion with their employers. Some may have already discussed a conviction history with an employer; some may even have shown their certificate to an employer.
First, section 11(3) sets out what “may” be included in the scheme. To amend that “may” to a “must” would be most welcome as it would ensure that the issues really are looked at in practice.
