That would be a sad thing and I do not think that many people want it.The Scottish Executive will be held to account to ensure that the voluntary code is kept to. I do not doubt the genuine reassurances that the Minister for Justice has given us this morning about how we will proceed if people do not adhere to the code.

That is a fact—some people will not disinfect their equipment or pay any attention to the rules and will just break any codes that exist.A number of voluntary codes are already in practice.
